You'll read on the Fount of All Knowledge that Oliver Wendell Holmes said Franklin Roosevelt had a second class intellect but a first class temperament. Of course, at the time Oliver had both a 92 year old intellect and temperament, but at least the statement made a good book title.

And you might be a bit suspicious about the quote. With the rise of the Internet and to paraphrase Mr. Yogi Berra, most people don't say all the things they said.
